Council: an AI-powered panel that runs it
The AI that works as your council’s brain
An assistant that answers residents at any hour, AI that understands every incident and agents that prepare your team’s work. And by voice too.

- There are free lanes at 10:00 and 11:30. Here is the 10:00 one with your member discount:

How the AI assistant answers and acts, from the app.
Your council’s digital workforce
AI-powered digital colleagues that simplify and boost the work of council staff. They do not just suggest and answer: they complement your work from start to finish and ask for your OK before acting.
Serves and acts
Chat assistant
Answers and gets things done on the website, the app and WhatsApp: book an appointment, make a booking, report an incident or check personal data, without switching screens.
- For residents
Voice assistant
Answers the council’s phone 24 hours a day. Residents speak in their own words and the AI answers, handles the request or transfers them to a person.
- For residents
- For the council
Culture and festivities agent
Give it the poster or the PDF and it prepares the event. For festivals, it builds the programme from what organisations send and warns of time changes. You review it before publishing.
- For the council
Public works agent
Classifies each incident from its photo, spots duplicates and suggests priority and crew.
- For residents
- For the council
Roles that work for your team
Mayor’s office agent
Every morning, a brief of the town ranked by urgency, with a suggested action. It prepares council meetings 48 hours ahead and flags alerts and social media spikes. Arrives by email, app or message.
- For the council
Environment agent
Groups bulky waste pick-ups by area, proposes the route and tells residents who are close to their discount.
- For the council
Sports agent
If it rains, it warns people with a court booked and offers them another time. It gives free places to the waiting list.
- For the council
Youth agent
Groups what young people ask for in the suggestion box and surveys, and proposes activities. Handles registrations and waiting lists.
- For the council

Your council’s phone line, answered 24 hours a day
Residents call and explain what they need in their own words. The AI answers, handles the request and, if a person is needed, transfers the call with a summary.
Before: a menu
“For procedures, press 1. For incidents, press 2. For anything else, press 3…”
With eAgora: say it in your own words
- “I want to book a padel court”
- “When do they collect furniture on my street?”
- “There is a broken streetlight on my street”
- “I need to speak to Planning”
Backup, not a replacement
- Answers out of hours and on holidays
- Steps in when the line is busy
- Absorbs call peaks
No need to change your switchboard: it starts with a forward to a dedicated number.
You set the limits
AI suggests; the final decision is always made by a person.
Sourced
It cites where each answer comes from.
With your approval
Nothing is published or sent on its own.
Knows when to stop
If it does not know, it says so and hands over to a person.
Says it is an AI
It always tells residents they are talking to an assistant.
Issues, not people
It analyses topics, never people, and uses no personal data.
Neutral during campaigns
During election periods it runs in neutral mode.
Everything is logged
Who approved what, and when.
Data processed in the European Union, with a data processing agreement with each provider.

The citizen card, on your phone
A digital identity for every resident: get into facilities, apply discounts and vouchers, and identify yourself at council services.
- Access to facilities with your phone
- Local shop discounts and vouchers
- One card for every service
Integrated with the European Digital Identity Wallet (EUDI) and the eIDAS 2 regulation.
The whole council, area by area
Each area turns on only what it needs. And every new tool replaces something that is done by hand or on another platform today.
One case, seen from both sides
Pick a case and switch sides: what residents do on their phone reaches the council’s panel already organised.
You spot a pothole, take a photo and send it with the location.
It reaches the panel with the photo, location and the resident’s contact.
AI recognises the type of incident, so you don’t have to pick a category.
AI classifies it and suggests the department in charge.
You follow the status of your report in the app.
You assign it to the maintenance crew or a contractor in one click.
You get a notification when it’s fixed.
When you close it, the resident is notified automatically.
You call 010 or the council number and say what you need, with no menus and no waiting.
Calls come in out of hours or at peak times and nobody has to pick up.
The assistant tells you it is an AI and listens in your language.
It understands the request and answers only with the council’s official information.
It answers or handles what you ask: an incident, the status of a report or the events calendar.
It creates the incident in eAgora, classified and geolocated, just as if the resident had done it.
You get an SMS or a WhatsApp message with the number and a link to track it.
You see the calls, their topics and unanswered questions. If a person is needed, the call is transferred.
You ask on the website, the app or WhatsApp: “How many drop-offs have I made at the recycling centre?”
Residents ask at any time, without calling or going to the front desk.
It identifies you with your Citizen Card and checks your data.
It only accesses that resident’s data and official information.
It tells you that you have made 4 drop-offs and need 2 more for the discount, and offers to book a pick-up.
If it does not have enough information, it says so and hands the request to a person.
You pick a day and confirm the request without leaving the conversation.
The request reaches the panel with type, location and time slot, and the conversation is logged.
You go to the recycling centre and show the QR code on your Citizen Card.
The reader logs the visit: who, when and at which recycling centre.
Your drop-off is recorded for your household.
Household traceability updates itself, with no paper or spreadsheets.
The app shows how many drop-offs you have made and how many you need for the discount.
You set the discount rules and see the data by household and by recycling centre.
Got a piece of furniture? You book a pick-up from your phone and choose the day and time slot.
Requests arrive with location and type, helping you plan the routes.
You choose the court, the day and a free time.
You see occupancy in real time and avoid double bookings.
You pay from your phone, with your member discount if you have one.
Payment, discounts and the cancellation policy apply automatically.
You get the confirmation instantly.
It is confirmed; if there is no slot, the waiting list kicks in.
You arrive and get in with the QR code, or the lock opens at your time.
Access is logged: capacity and attendance, with no keys or paperwork.
You see the swimming course in your town’s calendar.
You publish the activity with places, price and requirements.
You sign up and pay from your phone in a minute.
Places, waiting list and payments update by themselves.

Questions before deciding
What councils ask us most before getting started.
Is there a minimum term?
No. You can cancel whenever you want: the subscription stays active until the end of the contracted period and is not renewed afterwards.
How much does it cost?
It depends on the modules you turn on and the size of the town. Request a demo and we will prepare a tailored proposal.
What does rollout look like?
We guide you: we set up your agora with you, train your team in personalised sessions, and you get access to eAgora Academy, with videos to watch whenever you need.
What happens to our residents’ data?
The data belongs to the council. We process it in line with the GDPR and we are certified under Spain’s National Security Framework (ENS), medium category.
What about residents who don’t use a smartphone?
They can use the web version from any browser, and there are also screens, totems and self-service kiosks. It is designed for all ages.
Let’s see eAgora in your town
Leave us an email and the name of your council or organisation. We will get in touch to prepare a demo around your areas.
